Fixed rates depend on the bond market (it actually sets the rates lenders pay for fixed-rate mortgage money). The bond market is extremely anticipatory. In other words, bond traders react faster and use all the significant economic trends much earlier. In many cases, by the time the central bank officially decide to raise rates, the bond market has already done it.
